Turkey will announce a new legal reform strategy in October. The strategy aims to facilitate citizens' access to justice, modernize the judicial structure, and enhance technical infrastructure.

The reforms will incorporate technologies such as digitalization and artificial intelligence in the judiciary, alongside developing a judicial assistant system. To ease the burden on courts, new courts will be established, and specialized judicial systems will be promoted.

According to the Minister of Justice, the reform document, which will be introduced by President Recep Tayyip Erdoğan, will be the country’s fourth legal reform strategy. The new document builds on the judicial reforms initiated in 2009 and aims to establish a faster and more predictable justice system based on the rule of law.

In addition to improving the criminal justice system, the reforms focus on strengthening the right to defense and simplifying legal procedures. They also aim to enhance the quality of justice through new practices and develop alternative dispute resolution mechanisms. Education and specialization programs in law will be a key part of these reforms.

The Minister also announced that a Human Rights Action Plan would be unveiled in December. This plan will focus on strengthening human rights, individual freedoms, judicial independence, and personal privacy and include reforms related to crimes of violence, children’s courts, and freedom of expression.

That individuals will not be deprived of their freedom due to their expression of opinion.
